FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.
Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.
FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.
Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.
The Silva Family’s Bracero Legacy and 91Թ: Abuelito and Abuelita’s Journey
Grandparents have an endearing position of high stature in Mexican culture. Grandchildren have countless stories about the ñ (endearment) they receive from Abuelito (Grandpa) and Abuelita (Grandma). My immigrant grandparents sacrificed a lot when they migrated to the United States. Their courageous journeys and perseverance to attain the American dream left an invaluable mark on me. My ܱٴ’s journey to the United States initially on the Bracero Program led me to conduct research on the program. The Bracero Program was a binational labor agreement between the United States and Mexico that was in effect from 1942 to 1964. It was established due to the labor shortage brought about by World War II. Thousands of Mexican men were recruited and joined the program to work primarily in agriculture in states like California.
It was my ܱٴ’s ñ, work ethic, and courage as an immigrant that I have never forgotten. My abuelito worked in the highlands of Jalisco, Mexico, where his skilled farm labor contributed to making the highlands of Jalisco productive for the cultivation of agave. Thousands of the region’s men—including my abuelito—joined the Bracero Program and left Mexico for the United States. Once in the United States, they worked in the agricultural industry and transformed it into the multibillion-dollar business that it is today.
In my research, I have had the chance to interview members of the family of Rafael Silva, who was also a bracero from Jalisco. One of his grandsons, Isa Silva, will be entering Stanford next fall as a recruit for the Stanford Men’s Basketball team. I recently had the chance to talk with Isa and reflect upon the legacy of his abuelito and mine. The work that they performed was brutal, often working with the short-handled hoe for long periods. Reflecting on his ܱٴ’s contribution to making the Salinas Valley into the “Salad Bowl of the World,” Isa noted, “My grandparents’ immigrant journey and hard work means everything to me. It’s one thing that motivates me and inspires me. I respect the generations before me and am forever grateful for their sacrifices. Because of my grandparents and parents, I work hard in the classroom and it has taught me to give back.”
After the Bracero Program formally ended in 1964, agricultural executives sponsored thousands of braceros like Rafael Silva to stay in California. Not only had the braceros’ lives been transformed from rural poverty in Mexico to making working-class earnings, but their hard work would also eventually transform the lives of their children and grandchildren like Isa. Considered the “Ellis Island” for many Mexican immigrants, the U.S.–Mexico border became an important migration corridor for thousands wanting to find work in the agricultural fields in places like the Salinas Valley. For many young braceros, their earnings provided them with the hope of one day marrying and starting a family. For Rafael Silva, that hope became a reality when he married Eva Silva Ruelas and they settled near the U.S.–Mexico border in San Luis, Sonora, Mexico. While Rafael worked in the agricultural fields in Arizona, Eva and her young children resided in San Luis. Eventually they were able to move together to the Salinas Valley where Rafael continued working in the agricultural fields and Eva worked at the Matsui Nursery, a company founded by Andy Matsui, an immigrant from Japan.
My research has uncovered numerous stories of braceros like Rafael Silva overcoming poverty. Among children and grandchildren of braceros are professors at U.C. Berkeley and Stanford, members of the U.S. Congress and California legislature, as well as successful entrepreneurs, attorneys, educators, physicians, and a former NASA astronaut. Despite these successes, braceros themselves have received little recognition. With this in mind, I decided to organize an event with 91Թ to honor braceros, with hopes that it would also make an indelible impression on a Mexican American generation whose bracero fathers or grandfathers had made major contributions to the U.S. economy. They, too, were part of America’s “Greatest Generation.”

On February 26, 2014, ten former braceros and their families were invited to an event at Encina Hall at Stanford. The invitees included Rafael Silva and Eva Silva Ruelas. Former FSI Director , who is currently a California Supreme Court Justice, spoke along with Stanford Biology Professor and me. 91Թ Director Gary Mukai moderated the event and spoke about his youth as a farm laborer working with braceros. The evening was historic in that it was one of only a few times that former agricultural workers were recognized at a university. What else stood out that evening was the Silva grandchildren’s palpable love for their grandparents. One photo of the evening captures the Silva family legacy. Rafael (wearing a Stanford sweatshirt) and Eva Silva are in the middle with six of their children and numerous grandchildren surrounding them. Isa is standing in front of his grandfather. Three of their grandchildren are currently attending Stanford, with Isa soon to become the fourth. Reminiscing about the event, Isa noted, “I was a ten-year-old boy. It was cool to see the whole family get together and be there. We were there to support my abuelito and recognize all his hard work. It was great to see him honored for what he did so long ago. As we grow older, we appreciate him more and more.” Isa knows that his abuelito and ܱٲ’s journey is what transformed the Silva family and made his own American dream possible. Reflecting that pride in his family’s story, Isa closed our conversation by saying, “On and off the court, I will always represent being Mexican American.”

Ambassador John Roos and the Importance of Student-to-Student Exchange
Just over ten years after becoming the first U.S. ambassador to Japan to participate in the Hiroshima Peace Memorial Ceremony in 2010, Ambassador John Roos spoke about his experiences with 26 high school students in Stanford e-Japan from throughout Japan. In his October 16, 2020 online talk, Ambassador John Roos noted that his tenure in Japan—2009 to 2013—was defined by three major issues: (1) the 2011 Great East Japan Earthquake or 3/11; (2) Operation Tomodachi (“friend” in Japanese) during which the U.S. Armed Forces helped in disaster relief following the 3/11 crisis; and (3) the Hiroshima Peace Memorial Ceremony on August 6, 2010.
Regarding the first and second issues, Ambassador Roos recalled, “I was proud that the United States was there to help the people in Japan who obviously faced one of the biggest crises in your history… Vice President Biden came to Japan and the two of us traveled up to the Tohoku region because he wanted to see firsthand how he could help and how the United States could help, and I saw him interacting with not only the leaders but the people of the Tohoku region.” In addition to Operation Tomodachi, the youth-focused Tomodachi Initiative—a public-private partnership between the U.S.-Japan Council and the U.S. Embassy in Tokyo, with support from the Government of Japan—was born out of support for Japan’s recovery from the 2011 Great East Japan Earthquake. Regarding the third issue, Ambassador Roos shared, “I was the first United States ambassador to go to the Hiroshima commemoration ceremony. And I did that because I felt it was important to show respect for all of the victims of World War II and particularly obviously the victims of Hiroshima and Nagasaki. I did it because I felt that it was helping to promote President Obama’s agenda of the elimination of all nuclear weapons.”
During his talk, Ambassador Roos coupled his sharing of specific personal recollections with general insights on being the U.S. ambassador to Japan. For example, he explained that the role of the U.S. ambassador to Japan is twofold. First, the U.S. ambassador’s responsibility is to protect and look after the health and safety of the Americans that live in Japan—about 150,000 of them—including another 50,000 U.S. military personnel and their dependents. Second, nurturing and looking after the relationship between Japan and the United States, of course, is critical. He not only touched upon economic, political, and security relations but also emphasized the importance of student-to-student exchange. Concerning the latter, he is concerned that students from the United States are not spending enough time in Japan, and students in Japan are not spending enough time in the United States.
His insights profoundly connected to a student from Kyoto who commented, “When I am older, I hope to become a diplomat and maybe even an ambassador, so I’m really excited to get to talk to you today.” She continued, “What do you think makes a successful ambassador?” Ambassador Roos replied, “I hope you become the ambassador to the United States… Obviously, an ambassador needs to deal with all of the different policy issues and many difficult issues, but I think the most important thing is—and you may not expect this—but it is to listen… and to learn and to hear all sides of the equation… to show empathy.”
The current fall 2020 session of Stanford e-Japan is the 12th offering of the course since 2015. Stanford e-Japan is made possible by Mr. Tadashi Yanai, Chairman, President, and CEO of Fast Retailing Co., Ltd. Mr. Yanai and Ambassador Roos share a mutual concern for the need for students in Japan and the United States to spend more time in each other’s countries.
As a closing question, Stanford e-Japan Instructor Meiko Kotani asked Ambassador Roos what he expects from Japanese high school students and what role he thinks they should play to foster the U.S.–Japan relationship. Roos responded, “Well, first of all, let me tell you how impressed I am by this group of students. The reason I am doing this session at 9:00pm on a Friday night is because I think you are the future of the relationship. So I encourage you to find ways to connect with the younger generation of [the United States] because in the end, we need you. We need the best and brightest minds, not only in the United States but in Japan and the rest of the world to confront some pretty big challenges we have in the world right now… When I listen to you, it gives me a tremendous amount of hope, and so I’m just honored to have had the opportunity to talk with you.”
After Ambassador Roos signed off, the students shared some points that especially resonated with them. Among these were the deep respect that Ambassador Roos has for Japan and his visit to all 47 prefectures; the importance he placed upon the need for high school students in Japan to communicate with high school students in the United States; the importance he placed upon the leadership of the United States to be humble despite its power; and the importance of empathy. And since 2020 marks the 75th anniversary of the end of World War II, the following words that Roos stated seemed to especially resonate with the students: “President Obama said that we may not eliminate nuclear weapons in his lifetime or my lifetime. I hope in your lifetime.”

Coming Full Circle: The Sejong Korea Scholars Program and Stanford
As schools across the U.S. began to close due to COVID-19 in mid-March, I was in the unique position of transitioning into online classes while already having had some experience taking fully online classes. The year before, I had completed 91Թ’s Reischauer Scholars Program (RSP), an intensive online course focusing on Japanese culture, history, and U.S.–Japan relations; participating in the Sejong Korea Scholars Program (SKSP), an equivalent program, I thought, would be a similar experience.
Yet, being part of the SKSP in the midst of a pandemic framed the way I participated in and learned from the class. As the course went on, we began each Virtual Classroom with a brief discussion on COVID-19, talking amongst ourselves how we were personally doing, and how Korea was handling it as compared to the U.S. We were encouraged to read local news in Korea to learn about COVID-19, and we brought our learnings to each discussion with renewed vigor. There’s a strange and harrowing feeling you get when analyzing the course of a virus in your home country and across the Pacific—an implicit understanding that this isn’t just a research text to pore over, but an unprecedented moment in history we’re living through.
But back to the beginning. After participating in the RSP, I realized how essential it is to analyze stories from all facets.
RSP first introduced me to the concept that “history is told from the winner’s perspective,” and SKSP gave me the opportunity to delve deeply into that. I became intrigued with how history is taught and wanted to understand the “other” sides of stories I learned about in my textbooks. Weeks later, when we learned about the Japanese exploitation of Korean comfort women during World War II, I knew that learning about these issues from one side would simply not be enough to fully comprehend parts of history such as these. The way I learn history directly impacts how I view society and the relationships between groups of people.
Hence, each of the modules helped me craft a multifaceted perspective of Korea and U.S.–Korea relations. The lessons and lectures allowed me to understand and re-interpret modern and historical issues in a global context. From Shamanism’s evolving role in Korean society, to Japanese colonial rule in Korea, to the social impacts of the Miracle on the Han River, to class and socioeconomic strata in Korean education systems, I dove into a plethora of topics through readings, lectures, and class discussions. As a high school student, I never believed I would have the honor of learning from distinguished scholars and experts, but SKSP introduced me to a variety of academics with clear passions for Korean history and culture. My learning extended beyond lectures: in discussion boards, I learned from my classmates, who shared their diverse perspectives and experiences and fostered an inclusive and challenging learning environment. We were given the chance to analyze material on our own through readings and assignments, but it was in these virtual interactions with my peers that I discovered the most. The open and constructive group that Dr. Jang and Mr. Edman facilitated was one where we could respectfully engage with one another on any topic while acknowledging at the end of the day the friendships and bonds we’d made. Thus, I paired my self-led education from 91Թ with that of my public schooling and constructed a greater comprehensive understanding of the world.
However, it was the Korean War and North Korea units that I believe played the greatest role in not only my intellectual development, but also my personal and political growth. These two units coalesced in my final research paper project, in which I wrote about the critical role of student activism in South Korean democratization. During my research and readings, I analyzed how the March First Movement set the stage for South Korean protest culture and democratization. I recognized that of the two factions of activists post March First, I might have been in the more radical faction, the one that ended up becoming North Korea. This realization, combined with the readings and lectures from the North Korea unit, completely changed my view of geopolitics in Korea. I learned about the U.S.’s role in the Korean War, and subsequently the Western portrayal of North Korea as a rogue, renegade state. I wondered, how much are we to speak about propaganda when students like me are taught lessons that shield Western imperialism with saviorism and American exceptionalism?
SKSP is not simply a fleeting online course with a broad overview of Korea, but an unparalleled opportunity to uncover Korea on an academic level few other high school students have. I hadn’t expected to undergo a personal and political reckoning within myself, but it is because of this growth that I am beyond grateful for SKSP, Dr. Jang and Mr. Edman’s instruction and advising, and all of my peers’ questions and discussions. Since then, I haven’t ceased to continue kindling my interest in Korean history and politics, questioning previously held beliefs, and broadening my worldview. And it is especially during a time like this—a global movement of Black Lives Matter, a local movement to change my high school’s Indigenous emblem, and everything in between, all within the context of a pandemic—that it is so crucial for me to critically analyze what I’ve been taught, and to keep learning as much as I can. In SKSP, I’ve developed the skills necessary to do so. It’s the “other sides” of stories, namely non-Western and non-white, that I am committed to studying, since understanding the nuances of the past can help guide us into a more equitable future.
Next fall, I begin at Stanford, hopefully on campus—it feels like coming full circle, having the privilege to attend college in an institution that first allowed me to foster a genuine love for learning. Now, while many of my friends begin their college careers, I have chosen to take a gap year with the U.S. Department of State’s National Security Language Initiative for Youth (NSLI-Y), a rigorous and competitive academic scholarship to study a critical language abroad. As of August, the in-country program has been pushed back to 2021 due to COVID-19, but I hope to find myself in Seoul in a few months. With everything ahead of me, I know SKSP is only the beginning, as I hope to continue bridging my education to the world.

Upwards of 15,000 to 20,000 individual migrant Chinese laborers performed the bulk of the work constructing the Central Pacific span of the Transcontinental Railroad. Between 1864 and 1869, these Chinese also crossed the Pacific Ocean in what was then, and may still rank among the largest transnational labor migration movements. How do we find sources to uncover this forgotten and deliberately erased history? How did they live their daily lives? What kinds of enterprise did they innovate? How did their work on the railroad shape their lives in communities on both sides of the Pacific? We will look together at digital resources available at: .

Roland Hsu, Ph.D.

is Director of Research for the Chinese Railroad Workers in North America Project at 91Թ. Hsu’s publications address migration and ethnic identity formation. His is the author of multiple essays in international scholarly collections, and in policy journals including . Hsu’s most recent book is . His writing focuses on the history of migration, and on contemporary immigration policy questions, combining humanistic and social science methods and materials to answer what displaces peoples, how do societies respond to migration, and what are the experiences of resettlement. Hsu earned his Ph.D. in Modern European History at the University of Chicago. He holds an M.A. in Art History from the University of Chicago, and a dual B.A. in Art History and also English Literature from the University of California, Berkeley.

Greg Francis is a Curriculum Consultant for 91Թ. Previously, he was Director of Impact Programs for Net Impact. In that role, he led a team that designed and executed experiential learning programs for college students. Before that, Greg was a director for The Broad Superintendents Academy, where he oversaw an executive training program for leaders of urban school districts. With 91Թ, Greg has authored or co-authored 10 curriculum units, including Along the Silk Road; Security, Civil Liberties, and Terrorism; International Environmental Politics; and China’s Cultural Revolution. In 2007, Greg received the Franklin Buchanan Prize, which is awarded annually by the Association for Asian Studies to honor an outstanding curriculum publication on Asia at any educational level. Greg received a B.A. in International Relations from 91Թ and M.A. in Latin American Studies from the Universidad Andina Simón Bolívar in Ecuador.

91Թ Webinar: “Visualizing the Essential: Mexicans in the U.S. Agricultural Workforce”

During multiple periods of economic crises, the U.S. economy has depended on Mexican labor. From World War II to the present, agricultural workers have been deemed essential to harvest our fruits and vegetables across the United States.
The Bracero Program began during World War II during a massive labor shortage due to the war and internment of Japanese Americans. It was the largest guest worker program agreement in United States history. Over 4.5 million contracts were awarded to young male Mexican immigrants from 1942 to 1964 to work in the railroad and agriculture industries.
Moreover, during the current health pandemic, agricultural workers have been categorized as “essential workers” by the federal government. Yet, many workers lack legal status to work in the United States.
Dr. Ignacio Ornelas Rodriguez has conducted extensive research and oral histories with former Braceros. In this seminar, he will discuss significant topics in Mexican American history, including the history of the Bracero Program, agricultural history in California, and the current H2-A Guest Worker Program. The webinar will broaden educators’ understanding of Mexican and Mexican American history and help to prepare them to provide instruction that is culturally inclusive.

Ignacio Ornelas Rodriguez, Ph.D.
Ornelas is a historian, and currently a visiting scholar at the University of California, Berkeley. His work and research focuses on California history, and in particular, Chicano history and Chicano/Latino studies and Latino politics. Much of his work has focused on archival research that documents Mexican and Mexican American history. The history of Mexican labor in the United States necessarily includes the study of civil and voting rights and the generations of Mexicans who advocated for those rights. Ornelas is currently rewriting for publication his dissertation, titled The Struggle for Social Justice in the Monterey Bay Area 1930-2000: The Transformation of Mexican and Mexican American Political Activism. Dr. Ornelas Rodriguez currently serves on the board of directors of the California Institute for Rural Studies. His areas of expertise include U.S. and California History, Political Science, and Latino Politics.

Last month, I shared my reflections on a March 20, 2020 virtual class (VC) session that 91Թ facilitated for high school students in Japan and the United States to engage in a cross-cultural online exchange. This online discussion engaged my U.S.-based students of the 2020 and Waka Brown’s Japan-based students of the Spring 2020 in a Zoom session, during which they talked and learned with and from one another on a range of topics, including the impact of COVID-19 within their respective communities.
During the main portion of the session, the 45 students were divided into six small breakout rooms to engage in 40 minutes of discussion. Each group had a designated volunteer student moderator and a notetaker/reporter; the latter was asked to share the key points of discussion from his or her small group when we reconvened towards the end of the 90-minute VC. All discussions were conducted in English, with the exception of one group, which was designated as a bilingual space for students who felt comfortable conversing in both English and Japanese.
Since this was the 2020 students’ first opportunity to meet (another joint VC on comparative education took place on April 10), we felt it important to preface the session by setting a few ground rules for discussion. Communication styles and norms—particularly in group settings—tend to be quite different in Japan and the United States. We have found it helpful, for example, to address these differences up-front to alleviate potential cross-cultural misunderstandings.
For assessment purposes, we also asked students to send feedback on their experiences in the session. Some of their comments are included below as we turn to the student perspectives on what they experienced in this joint online discussion. More specific points from our observations and students’ feedback fall into five areas.
First, the session provided a platform for students to talk openly about the COVID-19 pandemic and also to learn about perspectives from another country. Risako of Stanford e-Japan reflected, “I could … learn about the way American students perceive political issues and coronavirus through an absorbing discussion and was surprised to discover that their perspectives were much more similar to Japanese students than I had expected.” Alika of the RSP noted, “It was really interesting to me to see how different countries are coping with the virus. I was pretty surprised to hear that many Japanese people still use public transport/eat out at restaurants and go on with their daily lives in the face of the global pandemic.” She continued, “I think some of the e-Japan students were also surprised to hear that California has a ‘6 feet apart’ rule and that many restaurants have closed as a precaution.” Yasuyuki from Japan added, “It’s not difficult to look up the news to find out about what’s going on in America, but living in Japan, you hardly ever get the chance to talk with people in America and hear from the horse’s mouth.”
Second, the session underscored the importance of empathy at times like this. Kristie from the RSP commented, “I always enjoy finding commonalities between me and others, and I think our shared experiences with the coronavirus really allowed us to connect and understand one another. I think the most important thing I will take away from this experience is that youth in Japan and America are really no different—despite our varied experiences and interests we were able to communicate about issues facing our countries and relate to one another on a deeper level.” Similarly, Yuna of Stanford e-Japan noted, “Since I have had only [a] few opportunities to interact with American high schoolers, it was a precious time for me. It was wonderful especially because we both were interested in each other. Talking ... with them made me realize how [thin] the border between our minds actually are. We were, after all, just friends.”
Third, the session prompted students to reexamine their own culture. For example, Hiromu of Stanford e-Japan noted, “I feel very pleased to have such a wonderful opportunity to teach them [the RSP students about Japanese language] and, simultaneously, however, recognized how I lack information about Japanese culture. I think this integrated meeting is vital in that it provides us opportunities for looking back on our culture and broaden[ing] our narrow-minded thoughts.” Jin of the RSP added, “What’s more, they [the Stanford e-Japan students] all spoke fluent English. This made me reflect on the world languages education in the U.S. I think the U.S. should incorporate more global studies (both language and culture) in the education system. America-centric curriculum will cause the younger generation to lose a global vision, and become unaware of Japan as a major political and economic ally in East Asia.”
Fourth, the session shed light upon how diverse both countries are. Jin of the RSP noted, “I’ve always thought that Japan has a rather homogeneous population, but talking to e-Japan students has given me a new perspective on Japanese society. I encountered a student from Myanmar who is living in Japan currently, a Japanese student who used to live in NYC for four years, and a student from Singapore who has been studying abroad in Europe for a couple years.” Rinako of Stanford e-Japan reflected, “Up until now, even when I had the chance to communicate with people outside of Japan, it was usually done in English. However, this time, all three of the Reischauer Scholar students [in her small group] spoke fluent Japanese which made me very happy as we were able to use both English and Japanese.”
Fifth, we came to realize how invaluable international and cross-cultural dialog—especially during times of crisis—can be for students. Having a session during such an unprecedented time seemed to add special significance to the experience. Brandon of the RSP noted, “Overall, it was an extremely memorable discussion, and I hope that we can continue this kind of online cross-cultural connection throughout the rest of the program.” Many Stanford e-Japan students like Fuka also reflected upon the opportunity to discuss critical topics like the coronavirus at this time. She noted, “It gave me a chance to think about familiar issues not just with people of my own country but with people from all kinds of backgrounds.”
Students are among those most acutely experiencing the direct impact of this global pandemic. As they look into the future with confusion and uncertainty about their educational prospects and options, our students seemed to find comfort in this opportunity to connect with their like-minded peers across the Pacific. 91Թ Releases New Lesson Plans for PBS Documentary “The Chinese Exclusion Act”
During this time of intense public debate on immigration, 91Թ has partnered with PBS and the Center for Asian American Media (CAAM) to encourage teachers to share the American Experience film, , with students. Teachers should be advised that the film contains language that some viewers may find objectionable, so we advise that they preview the film before deciding whether or not to use it with their students. The Chinese Exclusion Act was directed by Ric Burns and Li-Shin Yu and a description of the film from PBS follows:
Examine the origin, history, and impact of the 1882 law that made it illegal for Chinese workers to come to America and for Chinese nationals already here ever to become U.S. citizens. The first in a long line of acts targeting the Chinese for exclusion, it remained in force for more than 60 years.
Despite its passage 138 years ago and its repeal in 1943, the Chinese Exclusion Act has been referenced in numerous recent articles that have focused on rising anti-Asian sentiment—including violence against Asian Americans—during the coronavirus pandemic. The Chinese Exclusion Act as well as the internment of Japanese Americans have been referenced as examples of federal acts directed at Asian immigrants and Asian Americans in U.S. history. Given these recent references, the film can provide students with an overview of the Chinese Exclusion Act as they try to better understand the news. CAAM Executive Director Stephen Gong feels that many of the lessons from the film are relevant to the United States today. He stated, “We are thrilled to have partnered with Curriculum Specialist Waka Brown and the 91Թ program at Stanford on the Teacher’s Guide to The Chinese Exclusion Act. This standards-compliant and comprehensive guide will help ensure that the important lessons of the Exclusion Act will become a regular part of secondary curriculum for generations to come.”
In order to help teachers use the film in their classrooms, 91Թ partnered with CAAM to develop a teacher’s guide for the film. PBS LearningMedia recently posted the for teacher use. Both the film and teacher’s guide are offered at no charge.
91Թ Curriculum Specialist Waka Brown, who wrote the teacher’s guide, noted that the guide is designed to meet certain national history, social studies, geography, and common core standards for high school. Brown also feels that the film is ideal for courses at the collegiate level in areas like ethnic studies, U.S. history, Asian studies, law, and political science. Brown decided to focus the activities in the guide around the following essential questions.
- What factors led to increased immigration from China to the United States?
- How did the Chinese adapt to life in the United States that sometimes included hostility directed at them?
- How did Chinese immigration to the United States intensify ethnic and cultural conflict and complicate the forging of a national identity?
- What role did new laws and the federal judiciary play in instituting racial inequality and in disfranchising various racial groups such as the Chinese?
- What factors led to immigration restrictions of the Chinese and ultimately exclusion?
- What arguments and methods did Chinese in the United States use to acquire equal rights and opportunities guaranteed by the U.S. Constitution?
- How have ideals and institutions of freedom, equality, justice, and citizenship in the United States changed over time and from one community to another?
This may be an opportune time to have students consider these questions not only in the context of the Chinese American experience in the 19th century and today, but also to have students discuss the relevance of the questions to other groups who have immigrated to the United States and continue to do so today.
